David Ly – A Local Expert Committed to Rebuilding Altadena

David is a seasoned California State Licensed Contractor with over 20 years of experience in both residential and commercial development. As an Altadena resident, he has dedicated his career to revitalizing communities across Los Angeles, specializing in ground-up homes, condo conversions, townhome communities, and high-end restaurant and entertainment venue construction.

David’s passion for craftsmanship and innovation has taken him around the world—studying architecture in Italy, France, and Spain. These international experiences have sharpened his attention to detail, material sourcing expertise, and commitment to delivering high-quality, enduring construction.

In 2025, David’s home was tragically lost in the Eaton Canyon Fire. Experiencing firsthand the heartbreak and complexity of rebuilding, he understands the overwhelming questions homeowners now face—Should I sell or rebuild? Will my insurance payout cover reconstruction? How long will the process take, and what will it cost?

Fueled by both his deep personal loss and decades of construction expertise, David is committed to helping his neighbors rebuild efficiently, transparently, and with integrity. Through Rebuild Altadena, he is guiding homeowners through every step of the process—from navigating insurance claims and securing permits to designing plans, sourcing materials, and locking in costs—ensuring that every home is rebuilt stronger, smarter, and with the resilience this community deserves.

David’s mission is not just to rebuild homes, but to restore Altadena’s spirit, ensuring that every homeowner can return to a place of stability, comfort, and hope.

Vadim Vysotskiy brings over 30 years of experience in architectural design to the Rebuild Altadena team. A graduate of Kyiv National University of Construction and Architecture with a Master’s Degree in Architecture, Vadim has built a distinguished career working on residential, commercial, and public projects. His creative vision, technical precision, and dedication to sustainable design have helped shape communities with lasting impact. At Rebuild Altadena, Vadim is committed to helping our neighbors design homes that are both functional and inspiring, ensuring that rebuilding efforts honor the unique character of our community.

Bee Hsu

Bee Pham serves as the heart of Rebuild Altadena’s operations, bringing over 20 years of expertise in finance, construction management, and project coordination.

She began her career with more than a decade in mortgage and personal loan underwriting, developing a strong financial foundation that supports thoughtful, budget-conscious project management. Bee then spent 10 years managing office operations for major construction projects at leading movie and television studios. Her portfolio includes beloved shows such as Star Trek, The Fresh Prince of Bel-Air (Season 3), Superstore, Parenthood, and Good Girls, where she helped coordinate complex set builds and construction logistics behind the scenes.

At Rebuild Altadena, Bee seamlessly blends creative vision with operational precision. She oversees the daily management of design and construction projects, streamlines client communications, and ensures that every phase — from initial concept to final build — is handled with efficiency, transparency, and care. Her diverse background allows her to bring both creativity and structure to every project, making her an essential part of helping families rebuild their homes and their futures.

Joe Pham

Joe Pham is passionate about helping families rebuild smarter and more affordably. With over 15 years of experience working directly with factories overseas and locally, he specializes in sourcing high-quality lighting fixtures and building materials for projects ranging from custom homes to hotels, medical centers, restaurants, and schools.

An electrical engineering graduate from Cal Poly Pomona, Joe understands both the technical and logistical challenges of large-scale projects. Over the years, he has developed a reputation for negotiating the best prices, managing complex logistics, and ensuring that materials arrive on time and on budget.

At Rebuild Altadena, Joe brings his expertise and factory partnerships to the community, using bulk purchasing strategies to lower material costs — helping homeowners stretch their budgets without sacrificing quality. His goal is simple: to make rebuilding faster, more affordable, and a little easier for every neighbor.
